Spoofed all over the world but respected cooldown timers and I've never gotten a single RW. I used a PC based program for location spoofing a while back that I tethered an old unrooted tablet with but it used the official Pogo app so I didn't have any issues with it until the OS support was dropped by Pogo. Half of those complaints are likely due to user error or abuse (not respecting timers/Sniping back to back hundos/Events) at that. Of course there are numerous variations between rooted/unrooted etc, but still nowhere close to the quantity of IOS complaints though. I personally use android, and I've seen very few reports of bans for location spoofing alone, with a slight uptick from those using a modified Pogo app. But still runs a risk of getting flagged. Not sure what the premise of the app you speak of is, but if it's just a location spoofer and not a modified Pogo app then it should be safer. The vast majority of which were folks running some form of third party modified app at the time. Most (not all) of the ban complaints I've been seeing come from the IOS community.
